Larry Barrett

 Larry B. Barrett is a forty year veteran of energy and environmental policy as a government analyst, utility official and management consultant.  As an economist and budget analyst from 1968 forward, he served for the U.S Environmental Protection Agency and then in the White House for the U.S. Office of Management and Budget.  Following his service in government, he joined the business community in 1976 where he was the Executive Assistant to the Chairman and President of the Potomac Electric Power Company, one of the thirty largest electric utilities in the U.S.  While there, he started up and managed a group of 80 professionals in planning and implementing over two dozen programs in energy conservation and demand management.

In 1989, Mr. Barrett became an independent consultant in energy management and renewable energy.  He served over 70 clients in strategic planning and program implementation for energy efficiency, peak load management, and renewable energy resources.  Prior to retiring in 2017, he published over 60 articles and made over 30 presentations to professional groups.  He served on the Editorial Board of the Encyclopedia of Energy Engineering and Technology.

Mr. Barrett earned his B.A. in economics and biology from Kalamazoo College in 1964.  He earned an M.A. in economics from the University of Michigan in 1966.

He has lived in Colorado Springs since 1989 with his wife, Eve.  Son Curtis is a software engineer for SpaceX Corp. in Los Angeles.  Daughter Allison is a general surgeon with Penn State University Hospital System.

Mr. Barrett has been an active volunteer throughout his life.  Larry has volunteered with the Discovery Center since 2014.  In Washington, DC, he served on the national board of what is now The Ocean Conservancy.  Locally or he has served on the boards of the Colorado Mountain Reclamation Foundation, the Palmer Land Trust, Colorado Springs Youth Symphony, Colorado Springs World Affairs Council, and Scenic Colorado.  He currently serves on the Colorado Springs Utilities Citizen Advisory Committee.
